Where are robotaxis operating? Every city, November 2026
Every city where you can ride a robotaxi today: Waymo, Tesla and Zoox in the US, Baidu, Pony.ai and WeRide in China and the Gulf, and the first in Europe.

As of November 2026, robotaxis carry paying passengers in the United States, China and the United Arab Emirates, and in two cities in Europe. Waymo runs in 15 US metros, Tesla in seven, Zoox charges fares in Las Vegas, and in China Baidu, Pony.ai and WeRide each run fleets of well over a thousand vehicles. Europe's first services are in Zagreb and London.
A robotaxi here means a car you book on demand that drives itself within an approved area. Some services still put a person in the driver's seat; the tables say where. What a robotaxi is, and how it works, is in What is a robotaxi?
United States
Waymo
Waymo is the largest. It says it operates in 15 US metros and gives more than 500,000 paid rides a week, with nobody in the driver's seat.1
| City | How to ride |
|---|---|
| Phoenix | Waymo app |
| San Francisco Bay Area, down to San Jose | Waymo app |
| Los Angeles | Waymo app |
| Austin | Uber app only |
| Atlanta | Uber app only |
| Miami | Waymo app |
| Dallas | Waymo app |
| Houston | Waymo app |
| San Antonio | Waymo app |
| Orlando | Waymo app |
| Tampa | Waymo app |
| Nashville | Waymo app |
| San Diego | Waymo app |
| Denver | Waymo app, riders added gradually |
| Las Vegas | Waymo app, riders added gradually |
The list is Waymo's own service-area page.2 At the end of October 2026 Waymo added nearly 250 square miles across Los Angeles, Nashville, Orlando, San Diego and the Bay Area, where service now runs down the Peninsula to San Jose and Campbell.3 It is mapping Toronto for a planned 2028 launch,1 and is preparing London; see Robotaxis in London.
Tesla
Tesla's Robotaxi service uses Model Y cars and, in Austin, the two-seat Cybercab. Tesla's first Robotaxi Safety Report, published on 21 October 2026, counts the miles driven with no Tesla employee on board in six cities: Austin, Dallas, Houston, Miami, Orlando and Tampa. In the San Francisco Bay Area, Tesla's rides still have a safety driver, and the report leaves them out. Tesla lists Las Vegas, Jacksonville, Phoenix and San Antonio as coming next, without dates.4 On its October earnings call, Tesla said the Cybercab would start carrying riders in Dallas in November.5
Zoox
Amazon's Zoox builds its own vehicle, with no steering wheel and seats facing each other. It has charged fares in Las Vegas since 10 August 2026, after a federal exemption allowed it to. In San Francisco rides are free, and Austin and Miami have early riders. Zoox says it has carried nearly a million riders across the four cities.6
China
China has the largest fleets outside the US.
- Baidu Apollo Go says it covers 28 cities worldwide.7 It has run fully driverless, paid rides in Wuhan since 2022.8
- Pony.ai runs fully driverless, paid rides in parts of Beijing, Shanghai, Guangzhou and Shenzhen, and added Hangzhou and Changsha in March 2026. Its fleet was 1,975 vehicles on 30 June 2026, aiming for more than 3,500 by the end of the year.9
- WeRide had more than 1,800 robotaxis worldwide on 31 July 2026.10
The Middle East
- Abu Dhabi: WeRide and Uber run fully driverless, paid rides in the Uber app, and in February 2026 extended them to downtown.11
- Dubai: WeRide and Uber started fully driverless, paid rides in Umm Suqeim and Jumeirah on 31 March 2026.12 Baidu's Apollo Go followed on Uber in the same districts in August.7
- Riyadh: WeRide's robotaxis take rides in the Uber app between Roshn Front and Princess Noura University, with a safety driver on board.13
Europe
Europe is only starting. In Zagreb, Verne, with Pony.ai and Uber, has taken paying riders since April 2026, and since September some invited riders have travelled with nobody at the wheel.14 In London, Wayve's cars take rides in the Uber app with a driver at the wheel.15 In Hamburg, MOIA offers free rides to selected residents as part of a trial.16
Every service in Europe, including those being tested and planned, is in Robotaxi companies in Europe, checked monthly. What the law allows, country by country, is in Robotaxi rules in Europe.
Not yet
There is no robotaxi service yet in Canada, Australia or most of Europe. Waymo's Toronto launch is planned for 2028.1 Plans are announced faster than services start, so a city named in a press release is not a city where you can ride.
What every city on this list has in common
The more robotaxis a city has, the more it has to decide where they go when nobody is in them. They wait between rides, charge overnight, and gather where demand is high, near stations, airports and venues. Cities that got there first have had honking parking lots and lawsuits over charging depots. Cities with several operators can set aside staging areas and share them out, which is what Lanoo does.
